Appearance and Theme: The theme looks pretty good. It's a bit too dark though. I would recommend putting some more colors into it. I do love the forum icons though and the other images around your forum. The banner isn't too big or small but perfect and I like the colors you choose for the banner and the way it's designed.
Activity Levels: 19 users active over the last 24 hours. This is good but when you look at the member count (69) this seems bad. Consider making a way for the users to come back. Contests is a great way or also give something to the user if they do something. The post count is great though for the amount of time your forum has been up and running.
Comment on Staff: One staff member is good but I would consider hiring a moderator. A moderator can be helpful for getting your stats up and locking any topic you don't notice.
Things to Improve on: The domain name. The url doesn't change when you change the page. I think a co.cc domain name would be better or even a .com or .net. I would also consider hiring another moderator. Also, consider changing the theme a bit.

Something similar to the one you already have but a bit lighter. Hardly any good forums have a dark theme and if they do then there is a box where you can select another theme. It's up to you though. A review is mainly suggestions from a guest's or member's eyes.
